外國學者揭秘——中國發展成就關鍵在於中國共產黨的領導_風聞

習總書記在作十九大報告時説，**中國共產黨人的初心和使命，就是為中國人民謀幸福，為中華民族謀復興。**他強調，不忘初心，方得始終。這個初心和使命是激勵中國共產黨人不斷前進的根本動力。

那麼，海外專家學者是怎麼看待中國共產黨的領導的呢？

在印度觀察家基金會前主席蘇廷德拉•庫爾卡看來，中國政策和社會上的連續性和穩定性幫助了中國集中力量實現遠大目標。

中國的顯著特點是，中國在過去已經能夠實現穩定——社會穩定和政治穩定，並在政策實施上保持一定的連續性，實現了領導層的平穩交接。這種連續性和穩定性為中國追求和實現遠大目標提供了巨大的力量和能量。

What is remarkable about China is that China in the last years has been able to achieve stability, social stability, political stability, and a certain continuity in governance, smooth transition from one leadership to another leadership. And this continuity and stability have given enormous strength and energy for China to pursue big goals and achieve those big goals.

Now many so-called democratic countries, they struggle with their own internal politics and internal social issues. As a result, their national energy get fragmented. In China, because of a united Communist Party, the national energy is being channeled to achieve big goals. This is the difference.

新加坡國立大學東亞研究所所長鄭永年認為，如果中國做不到的話，其他任何國家都做不到。中國的高效來自於精準而穩定的國家機器。

在我做研究時，我會考察不同國家的經驗。我發現如果中國做不到的話，其他任何國家都做不到。

In my research, I will look into different countries’ experience. If****China cannot do this, no other countries can do.

**中國共產黨就像是一部大型機器，可以進行調動以及執行各項政策。中國的領導層也非常高效。**在歐洲國家以及美國，他們沒有高效的政府，因為他們總是開展權力爭鬥，就像福山先生所説的那樣，他們國內有反對黨，各個政黨相互否決對方的提議，因此無法做出高效的決定，更不要説貫徹執行了。

**TheCommunist Party is****like a huge machine for mobilisation or policy enforcement. Also, China has an effective leadership.**Other countries like European countries or America, their problem is that they don’t have an effective government, because they have always been practicing power struggle. Like Mr. Fukuyama mentioned, they have opposition party among different political parties, they veto each other, so no effective decision can be made, let alone enforced.

意大利國際事務研究所所長費爾迪南多•費羅奇説，確立黨的領導地位對於中國在穩定的環境下獲得當前發展是一個至關重要的前提條件。

中國正在進入其經濟發展的新階段。到目前為止，中國取得了令人難以置信的成績，這要歸功於其驚人的經濟增速，而這些都是在社會和政治穩定的背景下取得的。

China is entering into a new stage of its economic development. China has achieved so far incredible results, because of the incredible speed of its economic growth, which has been achieved in the context of stability, social and political stability.

俄羅斯人民友誼大學教授尤里•塔夫羅夫斯基將中國共產黨比作人體的神經系統，它高效地控制着整個身體。

我把中國共產黨比作人體的神經系統。它控制着整個身體。中央委員會是大腦。大腦向神經系統發出信號，這就是身體會產生動作的原因。在大腦內部深處有一些最為敏感和最為高產的部位，我們稱之為中樞，大腦的中樞。

I would compare the Chinese Communist Party with the nervous system of a human body. It controls the entire body. And the central committee is the brain. The brain gives signals to the nerve system, that’s why the body moves. And deep inside the brain, there are some most sensitive, most productive parts of it, which is called the core, the core of the brain.

我認為中國擁有這樣一個神經系統很棒，而擁有這樣一個大腦更棒，因為它被證實非常高效。否則，中國在過去的幾年裏不可能取得這麼多成功。

I think that it’s very good that the Chinese nation has this nerve system. It is even more good that you have this brain because it proves that it is very efficient. Otherwise, China wouldn’t get those successes that it enjoys for the past years.

澳大利亞全球基金會秘書長史蒂夫•霍華德指出，中國的自信和中共領導層的執政能力以及廣泛的羣眾基礎非常重要。

我認為中國的自信是最重要的，還有中共領導層的執政能力以及習近平主席的清晰頭腦和廣泛的羣眾基礎。作為主席，習主席深受愛戴，有着遠見卓識。在我看來，中國正日益變強，這很重要。中國已經站起來了，變得沉穩自信。但是中國並不想盛氣凌人。它不想成為主宰，它想成為合作伙伴，找到我們所説的合作性全球化是推進國際合作的必由之路。

I think China’s self-confidence is the most important thing and the strength of leadership, the clarity of President Xi, the people can relate to him. He’s loved as a president and has a strong vision. This is important, in my opinion, China now has become stronger. China has stood up, become confident. But China wants to be not arrogant. It doesn’t want to be dominant. It wants to be a partner, and finding what we called cooperative globalization is the way to move forward in the world in partnership.
