We need multiple linkages, exchanges and dialogues like this,[彭1] particularly face to face dialogue. It’s very important to have these exchanges between the business, between the people and travel. All those are really needed to keep the bridges and let them flow. Secretary Paulson, how can China-US[彭2]  business, two governments and[彭3] other countries work together to face common challenges?

I knew there are going to be tough times between our governments, Beijing and Washington DC. Now I didn’t predict it was going to be as tough as it is now, but there are going to be tough times. And I think we need other linkages, people to people linkages, economic linkages, NGOs working together, people working together to solve (problems).

我早就知道中美兩國之間會遇到一些艱難的時刻，但是確實沒有想到中美關係會到今天這麼嚴峻的地步。不管怎麼説，中美之間總會遇到一些困難。所以，我們需要保持更多的溝通渠道，包括人員往來、經濟聯繫、以及非政府組織的合作等等，我們需要一起努力來解決問題。

真正的，我們面臨的問題不是貿易摩擦，不是貿易制裁，不是關税問題。而是因為這個疫情，讓我們不能夠來往了。而且，很明顯，現在能夠看到，疫情之後（我們）應該是能夠迅速恢復這種往來，迅速恢復這種交往。

The main problem facing us is not trade friction, [彭4] sanctions and tariffs, but the fact [彭5] that we can’t exchange with each other due to the pandemic. Obviously, we should be able to resume the exchanges and linkages between us as soon as the pandemic ends.
