回望《獨立宣言》，美國就是最大的迴旋鏢_風聞

剛過完7月4號，想到了《獨立宣言》。人類迄今為止出現過的最強大的國家，在把自己變成帝國之後，也活成了一個面積高達近千萬平方公里的迴旋鏢。

考慮到獨立宣言信息量較大，外加各款迴旋鏢測試驗證，導致本文篇幅較長，且其中穿插大量文字、圖表、註釋。所以為保證閲讀體驗，在不打亂全文次序的情況下，拆分成若干標題，以方便閲讀和查詢。

下面，發鏢正式開始！它説一段，我回一段。

在人類事務發展的過程中，當一個民族必須解除同另一個民族的聯繫，並按照自然法則和上帝的旨意，以獨立平等的身份立於世界列國之林時，出於對人類輿論的尊重，必須把驅使他們獨立的原因予以宣佈。

一、人人生而平等，不平可廢政府

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that they are among these are life, liberty and the pursuit of happiness. That to secure these rights, governments are instituted among them, deriving their just power from the consent of the governed. That whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it, and to institute new government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their safety and happiness.

我們認為下述真理是不言而喻的：人人生而平等，造物主賦予他們若干不可讓與的權利，其中包括生存權、自由權和追求幸福的權利。為了保障這些權利，人們才在他們中間建立政府，而政府的正當權利，則是經被統治者同意授予的。任何形式的政府一旦對這些目標的實現起破壞作用時，人民便有權予以更換或廢除，以建立一個新的政府。新政府所依據的原則和組織其權利的方式，務使人民認為唯有這樣才最有可能使他們獲得安全和幸福。[1]

皮尤中心統計的半世紀美國工人階級收入變化，綠線為工資按實際購買力變化曲線，黃線為名義工資變化曲線。

據CNN報道，與其他高度工業化的發達國家（或地區）相比，近幾十年來美國的預期壽命一直處於較落後水平。作為全球新冠肺炎死亡病例最多的國家，新冠疫情進一步縮短了美國的預期壽命，拉大了差距。

聯合國極端貧困與人權問題特別報告員菲利普·奧爾斯頓在2018年5月發表的訪美報告中指出，美國已經淪為貧富分化最嚴重的西方國家，約4000萬美國人生活在貧困中，1850萬美國人生活在極端貧困中，超過500萬人的生活狀態同第三世界絕對貧困人羣相當。

二、政府濫用職權和強取豪奪，人民有權也有義務推翻之

Prudence, indeed, will dictate that governments long established should not be changed for light and transient causes; and accordingly all experience hath shown that mankind are more disposed to suffer, while evils are sufferable, than t right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same objectevinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government, and to provide new guards for their future security. Such has been the patient sufferance of these Colonies; and such is now the necessity, which constrains them to alter their former systems of government.

若真要審慎的來説，成立多年的政府是不應當由於無關緊要的和一時的原因而予以更換的。過去的一切經驗都説明，任何苦難，只要尚能忍受，人類還是情願忍受，也不想為申冤而廢除他們久已習慣了的政府形式。然而，當始終追求同一目標的一系列濫用職權和強取豪奪的行為表明政府企圖把人民置於專制暴政之下時，人民就有權也有義務去推翻這樣的政府，併為其未來的安全提供新的保障。這就是這些殖民地過去忍受苦難的經過，也是他們現在不得不改變政府制度的原因。

濫用職權自然還包括着警力濫用

根據華爾街日報的統計，美國軍事化特警的出動次數從1970年代的300次攀升到2015年的5萬次，40年漲了160餘倍。

《華盛頓郵報》發佈了一項調查數據：美國警察在2021年至少槍殺了1055人，這是該報自2015開始開始追蹤警察致命槍擊事件以來的最高數字。[[7]](https://www.zhihu.com/question/646387458/answer/3551673298)[[8]](https://www.zhihu.com/question/646387458/answer/3551673298)

警察開槍，老百姓自己也開槍，據《今日美國報》26日報道，2020年美國造成4人及以上傷亡的嚴重槍擊案數量創下歷史新高，較2019年激增47%。同時，美國槍支銷售數量也突破歷史紀錄。這611起造成4人及以上傷亡的嚴重槍擊案，導致513人死亡、2543人受傷。此外，2020年美國多州槍擊案數量創下歷史新高[[9]](https://www.zhihu.com/question/646387458/answer/3551673298)。

説到“強取豪奪”，收入結構有話説[[10]](https://www.zhihu.com/question/646387458/answer/3551673298)[[11]](https://www.zhihu.com/question/646387458/answer/3551673298)。

根據美聯儲最新發布的美國財富分佈情況，截至2021年第二季度，美國收入最高的1%的家庭總淨資產為36.2萬億美元，超過了中產家庭持有的35.7萬億美元。這是自1989年美聯儲開始追蹤該數據以來，1%富人擁有的財富首次超越60%的中產。

美國媒體Semafor網站報道，民主黨戰略組織“Blueprint”公佈的一項最新民意調查顯示，美國18歲至30歲的選民中至少有一半人對美國的政治制度持負面看法，其中超過60%的人認為美國正在衰落，65%的人強烈或有點同意“幾乎所有政客都是腐敗的，並從他們的政治權力中賺錢”[[12]](https://www.zhihu.com/question/646387458/answer/3551673298)。

根據該統計數據，近半數受訪者認為美式選舉中，不管誰勝選都無助於改變現狀，還有26%不表態。認為有很大改變或部分改變的各佔13%。如果把這個數據燒給起草《獨立宣言》諸公，不知道他們是否會建議“起義吧”。

一説起美式腐敗，最有名的恐怕就是旋轉門了，美國社會學家查爾斯·賴特·米爾斯在《權力精英》一書中將這些“旋轉門”的常客稱為美國的“權力精英”。他指出，這些人操縱着國家機器並擁有各種特權，佔據着社會結構的關鍵位置，在經濟、政治、軍事等領域相互緊密聯繫，掌握着決策的權力[[13]](https://www.zhihu.com/question/646387458/answer/3551673298)[[14]](https://www.zhihu.com/question/646387458/answer/3551673298)。

還有就是收益反超巴菲特的國會山股神們[[15]](https://www.zhihu.com/question/646387458/answer/3551673298)。

軍工腐敗也日益擴大化，在每年裝備採購佔比日益萎縮的情況下，軍費開支卻是越來越大，果然咖啡壺很貴的。至於審計查賬，連總統特派直升機也能給你摔咯。於是我們看到了越來越鏽的軍艦、越來越老的飛機充斥着美帝霸權的一線[[16]](https://www.zhihu.com/question/646387458/answer/3551673298)[[17]](https://www.zhihu.com/question/646387458/answer/3551673298)。

上面不擇手段強取豪奪，那下面官逼民反也要巧取豪奪，於是乎零元購就來了[[18]](https://www.zhihu.com/question/646387458/answer/3551673298)[[19]](https://www.zhihu.com/question/646387458/answer/3551673298)[[20]](https://www.zhihu.com/question/646387458/answer/3551673298)。

三、不列顛大罪一：拒絕批准事關公共利益的法律。

The history of the present King of Great Britain is usurpations, all having in direct object tyranny over these States. To prove this, let facts be submitted to a candid world.

當今大不列顛王國的歷史，就是屢屢傷害和掠奪這些殖民地的歷史，其直接目標就是要在各州之上建立一個獨裁暴政。為了證明上述句句屬實，現將事實公諸於世，讓公正的世人作出評判。

He has refused his assent to laws, the most wholesome and necessary for the public good.

他拒絕批准對公眾利益最有益、最必需的法律。

He has forbidden his Governors to pass laws of immediate and pressing importance, unless suspended in their operation till his assent should be obtained; and when so suspended, he has utterly neglected to attend them.

他禁止他的殖民總督批准刻不容緩、極端重要的法律，要不就先行擱置這些法律直至徵得他的同意，而這些法律被擱置以後，他又完全置之不理。

He has refused to pass other laws for the accommodation of large districts of people, unless those people would relinquish the right of representation in the Legislature, a right inestimable to them and formidable to tyrants only.

他拒絕批准便利大地區人民的其他的法律，除非這些地區的人民情願放棄自己在自己在立法機構中的代表權；而代表權對人民是無比珍貴的，只有暴君才畏懼它。

真沒做啥提綱或計劃，全憑看報幾十年印象列的，洋洋灑灑一排。

四、不列顛大罪二：荒廢立法機構。

He has called together legislative bodies at places unusual, uncomfortable, and distant from the depository of their public records, for the sole purpose of fatiguing them into compliance with his measures.He has dissolved representative houses repeatedly, for opposing with manly firmness his invasion on the rights of the people.He has refused for a long time, after such dissolution, to cause others to be elected ; whereby the legislative powers, incapable of annihilation, have returned to the people at large for their exercise; the State remaining in the meantime exposed to all the dangers of invasion from without andconvulsion within.

他把各州的立法委員召集到一個異乎尋常、極不舒適而有遠離他們的檔案庫的地方去開會，其目的無非是使他們疲憊不堪，被迫就範。他一再解散各州的眾議院，因為後者堅決反對他侵犯人民的權利。他在解散眾議院之後，又長期拒絕另選他人，於是這項不可剝奪的立法權便歸由普通人民來行使，致使在這其間各州仍處於外敵入侵和內部騷亂的種種危險之中。

算是整篇宣言裏難得的現在還沒大批量發生，不過也正在慢慢一回生、二回熟。這點國會山的老爺們沒有認定錯誤，就是一把手本人縱容出來的。

五、不列顛大罪三：阻止各州增加人口，阻撓移民入籍

He has endeavored to prevent the population of these states; for that purpose obstructing the laws of naturalizing of foreigners; refusing to pass others to encourage their migration hither, and raising the condition of new appropriations of lands.

他力圖阻止各州增加人口，為此目的，他阻撓外國人入籍法的通過，拒絕批准其他鼓勵移民的法律，並提高分配新土地的條件。

這點又必須提名川寶寶了，堪稱量身定做，但弔詭的是：他做的是對是錯呢？

六、不列顛大罪四：妨害司法、控制法官。

He has obstructed the administration of justice, by refusing his assent of laws for establishing judiciary powers.

他拒絕批准建立司法權利的法律，以阻撓司法的執行。

這也是高能點，驢象兩黨來回各種指控對方妨礙司法的文件估計能塞兩間橢圓形辦公室，這裏插播個笑話，希拉里郵件門下來不僅死了三四打證人，而且最後聯邦大陪審團指控一名在俄羅斯定居的律師“妨礙司法”。這位律師幹了啥呢？她只是號稱把希拉里幹過啥的材料給了川寶的兒子[[34]](https://www.zhihu.com/question/646387458/answer/3551673298)。

He has made judges dependent on his will alone, for the tenure of their office, and the amount and payment of their salary.

他迫使法官為了保住任期、薪金的數額和支付而置於他個人意志的支配之下。

關於美國大法官任命中的政黨政治和勢力操弄，近些年也不斷見諸報端。説真的，川寶遠不是始作俑者，他只是以大象進了瓷器店的姿勢水平，讓很多台面下的事情浮出了水面[[35]](https://www.zhihu.com/question/646387458/answer/3551673298)[[36]](https://www.zhihu.com/question/646387458/answer/3551673298)[[37]](https://www.zhihu.com/question/646387458/answer/3551673298)。

七、不列顛大罪五：冗官冗費，行政資源剝削人民

He has erected a multitude of new officers, and sent hither swarms of officers to harass our people, and eat out our substances.

他濫設新官署，委派大批官員到這裏騷擾我們的人民，吞噬他們的財物。

根據美國國務院辦的ShareAmerica披露的數據，美國財政供養人員佔總人口比例已經達到6.87%[[38]](https://www.zhihu.com/question/646387458/answer/3551673298)，在西方各國中也是比較高的，已大大超過《獨立宣言》所針對的宗主國。

插播個小花絮，目前通行説法是中國財政供養人口比較美國低1-2個百分點，但也有觀點質疑，圍繞相關問題也是時不時掀起輿情的一個小熱點[[39]](https://www.zhihu.com/question/646387458/answer/3551673298)[[40]](https://www.zhihu.com/question/646387458/answer/3551673298)[[41]](https://www.zhihu.com/question/646387458/answer/3551673298)[[42]](https://www.zhihu.com/question/646387458/answer/3551673298)。從討論來看，我傾向於前者的測算。

八、不列顛大罪六：冗兵縱兵，先軍枉法

He has kept among us, in times of peace, standing armies without the consent of our legislatures.

他在和平時期，未經我們立法機構同意，就在我們中間維持其常備軍。

He has affected to render the military independent of and superior to the civil power.

他施加影響，使軍隊獨立於文官政權之外，並凌駕於文官政權之上。

He has combined with others to subject us to a jurisdiction foreign to our constitution, and unacknowledged by our laws; giving his assent to their acts of pretended legislation.For quartering large bodies of armed troops among us;

他同他人勾結，把我們置於一種既不符合我們的法規也未經我們法律承認的管轄之下，而且還批准他們炮製的各種偽法案，以便任其在我們中間駐紮大批武裝部隊；

結果全世界這幾十年最強大的常備軍是……算了，這條美國國父們自己在建國後就改了。至於美國政府和軍隊的關係，拋開“軍工複合體”的問題，只從法律形式上説，這200多年能保持穩定已實屬不易。但近年來美國軍方對行政機關的小動作也是不斷。當川寶這樣的總統疑似有暴走行為時還會公然抗命[[43]](https://www.zhihu.com/question/646387458/answer/3551673298)[[44]](https://www.zhihu.com/question/646387458/answer/3551673298)[[45]](https://www.zhihu.com/question/646387458/answer/3551673298)[[46]](https://www.zhihu.com/question/646387458/answer/3551673298)。雖然後者從結果導向來看有利於維護國內外的基本秩序，但從執行程序上畢竟體現了軍隊對文官獨立性的增強，後續如何演變，不確定性已較以往更大了。

For protecting them, by a mock trial, from punishment for any murder which they should commit on the inhabitants of these States.

不論這些人對我們各州居民犯下何等嚴重的謀殺罪，他可用加審判來庇護他們，讓他們逍遙法外；

九、不列顛大罪七：無端斷絕貿易，違逆眾意徵税

For cutting off our trade with all parts of the world;

他可以切斷我們同世界各地的貿易；

For imposing taxes on us without our consent;

未經我們同意便向我們強行徵税；

這塊咱中國人這幾年都已經熟得不能再熟了[[54]](https://www.zhihu.com/question/646387458/answer/3551673298)。

十、不列顛大罪八：剝奪陪審權，莫須有橫行，海內外廣設監獄

For depriving us in many cases, of the benefits of trial by jury;在許多案件中剝奪我們享有陪審制的權益；For transporting us beyond seas to be tried for pretended offenses;以莫須有的罪名把我們押送海外受審；

For abolishing the free systems of English laws in a neighboring Province, establishing therein an arbitrary government, and enlarging its boundaries so as to render it at once an example and fit instrument for introducing the same absolute rule these Colonies;他在一個鄰省廢除了英國法律的自由制度，在那裏建立專制政府，擴大其疆域，使其立即成為一個樣板和合適的工具，以便向這裏各殖民地推行同樣的專制統治；

關塔那摩監獄囚犯的手繪受刑圖，來俊臣看了都要直呼內行。

可是，又何止一個關塔那摩呢？據不完全統計，美國海外“黑監獄”網絡運行至少涉及54個國家和地區[[63]](https://www.zhihu.com/question/646387458/answer/3551673298)。美國布朗大學沃森國際和公共事務研究所“戰爭代價”研究報告指出，“9·11”事件之後，美國在不同時間拘禁數十萬人。僅在伊拉克，超過10萬人遭美方關押監禁。連南周都為此寫了專題報道[[64]](https://www.zhihu.com/question/646387458/answer/3551673298)。

如果沒有1949，現在我們國家應該也有幾所。

不僅是黑獄酷刑，而且還生財有術，犯人們成為了商品，連酷刑都有了以千萬美元計算的設計費[[65]](https://www.zhihu.com/question/646387458/answer/3551673298)。

其實又何止是海外監獄，它們的國內監獄呢？地方法官收受私營企業賄賂後，居然能將幾千名青少年送入監獄增加囚犯數量的操作，恐怕也是當代奇聞了吧[[66]](https://www.zhihu.com/question/646387458/answer/3551673298)[[67]](https://www.zhihu.com/question/646387458/answer/3551673298)。

十一、不列顛罪狀九：踐踏各州地位，僭越立法權力，挑釁魚肉各地

For taking away our Charters, abolishing our most valuable laws, and alteringfundamentally the forms of our governments;

他取消我們的許多特許狀，廢除我們最珍貴的法律並從根本上改變我們各州政府的形式；

For suspending our own Legislatures, and declaring themselves invested with power to legislate for us in all cases whatsoever.

他終止我們立法機構行使權力，宣稱他們自己擁有在任何情況下為我們制定法律的權力。

如果比照當時英國和美國的關係，把這段裏的“各州”改為“各盟邦”，那參照案例就很多了[[68]](https://www.zhihu.com/question/646387458/answer/3551673298)。

He has abdicated government here, by declaring us out of his protection and waging war against us.他們放棄設在這裏的政府，宣稱我們已不屬他們保護之列，並向我們發動戰爭。He has plundered our seas, ravaged our coasts, burnt our towns, and destroyed the lives of our people.他在我們的海域裏大肆掠奪，蹂躪我們的沿海地區，燒燬我們的城鎮，殘害我們人民的生命。

美國干預自己的僕從國內政，最終引發一地雞毛的事情，那也是屢見不鮮

諷刺的是，這些名場面，大量發生在美國自己所稱的“盟國”，跟着美國走的都發展起來了嗎？海地、利比里亞、菲律賓……可都還活着吶！

He is at this time transporting large armies of foreign mercenaries to complete the works of death, desolation and tyranny, already begun with circumstances of cruelty and perfidy scarcely parallel in the most barbarousages, and totally unworthy the head of a civilized nation.

他此時正在運送大批外國僱傭兵，來從事其製造死亡、荒涼和暴政的勾當，其殘忍與卑劣從一開始就連最野蠻的時代也難以相比，他已完全不配當一個文明國家的元首。

按美國人自己的統計，美國向戰區投放的僱傭兵可達到戰區總兵力的3倍以上，人員傷亡也隨之多於正規軍的傷亡[[69]](https://www.zhihu.com/question/646387458/answer/3551673298)。其中黑水公司就曾經多次搞出大新聞[[70]](https://www.zhihu.com/question/646387458/answer/3551673298)[[71]](https://www.zhihu.com/question/646387458/answer/3551673298)。

十二、不列顛大罪十：挑動各州內戰，煽動異族入侵

He has constrained our fellow citizens taken captive on the high seas to bear arms against their country, to become the executioners of their friends and brethren, or to fall themselves by their hands.

他強迫我們在公海被他們俘虜的同胞拿起武器反對自己的國家，使他們成為殘殺自己親友的劊子手，或使他們死於自己親友的手下。

He has excited domestic insurrection amongst us, and has endeavored to bring on the inhabitants of our frontiers, the merciless Indian savages, whose known rule of warfare, is an undistinguished destruction of all ages, sexes, and conditions.

他在我們中間煽動內亂，並竭力挑唆殘酷無情的印地安蠻子來對付我們邊疆的居民，而眾所周知，印地安人作戰的準則是不分男女老幼、是非曲直，格殺勿論。

嗯，説印第安人“不分男女老幼、是非曲直，格殺勿論”。

就不説朝鮮、越南這些人盡皆知的戰爭，在二戰後希臘、老撾、安哥拉、利比里亞、敍利亞等等一系列國家的內戰中，包括我國的西部邊疆曾有的衝突，背後都有美國的魅影[[72]](https://www.zhihu.com/question/646387458/answer/3551673298)，更不用説還有俄羅斯與烏克蘭這樣看似兩個主權國家，實則是蘇聯內戰推遲三十年的地區大戰[[73]](https://www.zhihu.com/question/646387458/answer/3551673298)。根據《華盛頓郵報》的統計，冷戰期間，美國一共開展了72次顛覆其他國家政權的行動，其中66次是秘密進行的，艾森豪威爾甚至放言：代理人戰爭是“世界上最便宜的保險”[[74]](https://www.zhihu.com/question/646387458/answer/3551673298)。在美國的金錢、槍炮、承諾、威逼下，這個世界已經發生了太多同文同種的手足相殘。

這張照片放在這裏甚是應景，川寶寶號稱是任內唯一沒有發動過戰爭的美國總統，其實他心心念念想搞一發大的，讓阿拉伯與什葉派“抵抗之弧”展開區域大戰。代理人戰爭的前哨其實在他任期以前就已經在敍利亞、也門開鑼，但幸虧美國對中東已經有點力不從心了。即使這樣，他還策劃了暗殺蘇萊曼尼。

自詡不發動戰爭的川寶寶今年還搞了一發大的，多次在競選集會上鼓勵俄羅斯攻擊“沒付夠錢的北約成員”。搞得北約秘書長和老登子都破了大防[[75]](https://www.zhihu.com/question/646387458/answer/3551673298)[[76]](https://www.zhihu.com/question/646387458/answer/3551673298)。所以鳥粉到現在還不集合起來攻擊川寶，我們一次都沒看到他們對此的大規模集結，反而還一直窩裏橫地攻擊國內同胞，讓我深深懷疑他們對自己信仰的感情與誠意。

嗯，“攻擊國內同胞”，很熟悉的劇本，不管是在台海香港，還是在西部邊疆，還是在網絡，我們一直在面對終端美國的無聲策動。所幸我們有着一個強大的祖國正在控場。

十三、我們的呼籲已到仁至義盡，它的不理不睬已經葬送了統治合法性

In every stage of these oppressions we have petitioned for redress in the most humble terms: our repeated petition have been answered only by repeated injury. 上文所列鏈接真的就是九牛一毛，在聯合國官網僅一個“呼籲美國”便是上百條記錄，大量都是涉及區域穩定與人道主義的大事，每項都涉及千百萬條生命，而其中絕大部分依然無果而終，這同樣還是九牛一毛。

十四、宣佈結論：爺獨立了！

We, therefore, the Representatives of the United States of America, in General Congress assembled , appealing to the supreme Judge of the world for the rectitude of our intentions, do, in the name, and by authority of the good people of these Colonies, solemnly publish and declare, That these United States Colonies and Independent States; that they are absolved by from all allegiance to the British Crown, and that all political connection between them and the State, they have full power to levy war, conclude peace, contract alliances, establish commerce, and to do all other acts and things which Independent States may of right do. And for the support of this declaration, with a firm reliance on the protection of Divine Providence, we mutually pledge to each other our lives, our fortunes, and our sacred honor.

因此我們這些在大陸會議上集會的美利堅合眾國的代表們，以各殖民地善良人民的名義，並經他們授權，向世界最高裁判者申訴，説明我們的嚴重意向，同時鄭重宣佈：我們這些聯合起來的殖民地現在是，而且按公理也應該是，獨立自由的國家；我們對英國王室效忠的全部義務，我們與大不列顛王國之間大不列顛一切政治聯繫全部斷絕，而且必須斷絕。作為一個獨立自由的國家，我們完全有權宣戰、締和、結盟、通商和採取獨立國家有權採取的一切行動。我們堅定地信賴神明上帝的保佑，同時以我們的生命、財產和神聖的名譽彼此宣誓來支持這一宣言。

如果美國的國父們看到如上的國家，他們會作何感想，又是否還會堅持自己這番鏗鏘有力的話語呢？這樣的國，是否本就如他們所願呢？

這一刻，除了上圖中這些鼎鼎大名的人物，我更想到了這一張張鮮活的面容，而他們的身後，是好幾代人每一代的幾十億。

宣言會模糊、國家會改變、人物會遠去，但所不變的，是人類對於獨立、自由、解放、富強的追求，是挺起腰桿擼起袖子去創造美好生活的執着，是能夠逐漸擺脱異化從必然王國飛向自然王國的進步潮流，這才是人類文明的真正源泉。20世紀最為精彩的就是落後國家掙脱枷鎖的拼搏，而這樣的故事還在繼續……
