一、中文

美國總統國家安全事務顧問被迫為白宮伊朗政策辯護，以反駁《國家情報評估報告》（NIE）的異乎尋常場景，引發了兩個核心問題：我們應如何評估伊朗構成的核威脅？應如何審視情報機構與白宮及其他政府部門的關係？

情報界上週公佈的“關鍵判斷”以驚人論斷開篇：“我們高度確信，德黑蘭已於2003年秋季中止其核武器計劃。”此表述被廣泛解讀為對布什政府動員國際社會向所謂伊朗核計劃施壓政策的挑戰。實則該結論附有腳註限制，其複雜措辭暗示“中止”僅適用於伊朗核武器計劃的某個層面（且非最關鍵部分）——彈頭製造。這一限定條件未在後續文本中重申，文件仍反覆使用“中止核武器計劃”的不加限定表述。

事實上，國際社會對伊朗核武器的擔憂包含三個維度：裂變材料生產、導彈研發及彈頭製造。迄今，裂變材料生產始終被視為最大威脅，而伊朗自2006年以來加速推進該進程，遠程導彈研發亦同步提速。真正暫停的似乎僅限於彈頭製造的工程技術環節。

NIE認為，伊朗或能在2009年底前生產足夠製造核武器的高濃縮鈾，並在2010至2015年間以更高置信度生產更多彈頭。這一時間框架與2005年NIE的預測幾乎完全一致。新評估雖將裂變材料獲取視作主要制約因素，卻未估算彈頭製造所需時長。若這兩項進程存在顯著時間差，明確其具體間隔至關重要。此外，報告未披露伊朗暫停計劃時距成功研製彈頭有多接近，亦未説明情報界對掌握伊朗重啓彈頭研發動向的把握程度。關於後者，新評估僅對“中止狀態是否持續”表示“中等程度”信心。

因此，現有證據是否支撐摘要中戲劇化表述值得商榷，公眾評論中諸多寬泛結論更顯牽強。過去三年間，國際爭論聚焦伊朗通過離心機濃縮鈾的進程——目前約3000台離心機已投入運轉。政府宣稱此舉是伊朗獲取核武器的決定性步驟，併力主採取極限施壓政策。聯合國安理會全體常任理事國均支持要求伊朗暫停鈾濃縮計劃，但對施壓力度及制裁意願存在分歧。

NIE在未改變實質前提下凸顯根本問題：那些宣稱伊朗軍事核計劃“不可接受”的國家，將在何時將表態轉化為行動？是否要等到伊朗開始生產核彈頭？情報系統是否假定我們能準確識別這一臨界點？屆時是否留有采取有效反制措施的足夠時間？根據評估即將累積的裂變材料庫存將作何處置？我們是否終將面對這樣的對手：其同意停止進一步生產裂變材料，卻堅持保留現有庫存作為潛在威脅？

“關鍵判斷”以絕對化措辭得出結論（其武斷程度甚至令國際原子能機構側目），模糊了情報評估與主觀推測的界限。例如文件聲稱：“我們高度確信，（中止決定）主要是為應對國際社會因伊朗先前未申報核活動曝光而加強的審查與壓力。”由此推斷伊朗“發展核武器的決心較2005年以來我們的判斷有所減弱”，且“在此問題上可能比我們先前評估更易受外界影響”。

我們期待完整評估能為這些結論提供更全面證據支撐。另一種更具説服力的解釋應更重視地區態勢與美國行動的影響。當伊朗於2003年2月中止武器計劃並暫停鈾濃縮活動時，美國已佔領阿富汗並即將入侵伊拉克——這兩個國家均與伊朗接壤。美國以清除地區大規模殺傷性武器為由為其伊拉克政策辯護。至2003年秋伊朗自願簽署《核不擴散附加議定書》時，薩達姆政權剛被推翻。認為伊朗宗教領袖得出“必須保持克制”的結論是否不合邏輯？及至2005年秋，美國在伊拉克陷入泥潭，將軍事行動擴展至伊朗的前景日益黯淡。伊朗領導人或自認可重拾軍事核能力建設政策——或許還因構建對美國地區野心的威懾需求而強化此意圖。他們亦可能鑑於秘密計劃已然泄露，認為再次實施隱蔽計劃風險過高，故轉而強調以民用能源計劃為幌子推進鈾濃縮。簡言之，若筆者的分析成立，我們目睹的或許並非如NIE所稱的“伊朗核武器計劃中止”，而是一個更微妙、最終更具危險性的版本——待裂變材料生產成熟後再分階段實施彈頭製造。

NIE並未明確否定這一推論，甚至未予檢視。其結論認為“德黑蘭的決策基於成本效益分析，而非急於獲取武器”。但系統性推進武器研發與成本效益分析並不相斥，關鍵取決於成本效益的判定標準。同理，在運用成本效益框架時，評估得出結論：國際監督與安全保障的結合或能“促使德黑蘭延長當前核武器計劃中止狀態”。這實為政策判斷，而非情報分析。

對伊朗的連貫戰略不應成為黨派議題，因其執行期將遠超出本屆政府任期。筆者長期主張美國應全力探索與伊朗關係正常化的可能。追求更和平的世界無需以忽視危險為代價。當務之急是構建清晰願景：在確保伊朗安全、尊重其國家認同的同時，要求其外交政策與中東現有秩序相容。但該願景必須包含戰略分析——若伊朗最終選擇意識形態對抗而非和解，我們應如何應對。

情報界在協助構建此類願景中責任重大，但須謹記：愈涉足政策推測，其判斷的權威性就愈弱。尼克松總統在首個任期內主持國家安全委員會討論的方式值得借鑑：他邀請中情局局長就相關國家能力與意圖進行簡報，但在政策研討階段要求其離場。因諸多決策需要情報輸入，此流程最終難以持續。

筆者常為情報界敬業同仁辯護，正因如此，對其日益呈現的“行政分支制衡者”而非“組成部分”的傾向深感憂慮。當情報人員預期其工作將淪為公開辯論議題時，難免扮演政策制定代理人或倡導者角色。國家情報副總監對公佈NIE的解釋印證此點：選擇公開是因評估結論與美政府高官涉伊表態存在矛盾，且“我們認為必須發佈以確保信息準確呈現”。這或能解釋事實披露的動機，卻無法合理化充斥媒體的情報來源與方法論細節。此等公開倡導趨勢的弔詭後果，是令情報人員較以往更深捲入輿論漩渦。

行政分支與情報界正經歷艱難時期：白宮被指將情報政治化，情報界則遭詬病助推體制性政策偏見。“關鍵判斷”文件激化此爭議，令盟友不安，使對手困惑。

情報人員應重拾傳統匿名性。政策制定者與國會須重新承擔決策責任，避免將情報工作捲入公開辯護。在情報使用者與生產者間界定適當平衡，非一屆政府末期所能完成。這將是新任總統面臨的最緊迫挑戰之一。
